What is a Parish Council?

A Parish Council is a civil local authority found in England and the first tier of local government. There are over 8000 Parish Councils in England and within Milton Keynes there are 48 Town and Parish Councils.

The population of Shenley Church End Parish is over 13000, living in around 5000 homes across 576 hectares or 2.3 Square miles. It includes the areas of Crownhill, Medbourne, Shenley Wood, Grange Farm, Oakhill,

Oxley Park and Shenley Church End.

Our Parish Council

Our day-to-day operations are managed by a small team of six staff members, who implement the decisions made by the councillors.

This team includes the Parish Clerk, who handles administration, legal compliance, and finance; buildings managers who oversee local facilities; and two Parish Rangers who actively patrol the estates to handle minor environmental maintenance and safety checks.

Administratively, the council operates from its offices at The Cartshed on Shenley Road, Shenley Church End. It also directly manages community assets, including the Medbourne Pavilion and Oxley Park Community Centre, which serve as hubs for local sports, groups, and private hire.

On a daily basis, the staff routine focuses on public service and estate upkeep. This involves managing community building bookings, hosting local events like community coffee mornings, and reviewing incoming planning applications. Staff also serve as the frontline for resident enquiries, resolving minor local issues directly or escalating larger infrastructure defects to Milton Keynes City Council.

As part of our commitment to transparency and responsible local governance, Shenley Church End Parish Council recently commissioned an independent greenhouse gas emissions assessment to understand and address our environmental impact.

This comprehensive Carbon Footprint Report, prepared and verified by Green Lark Environmental Solutions, establishes a clear baseline of the emissions produced across our operations, including the Parish Office, Medbourne Pavilion, Oxley Park Community Centre, and our three allotment sites.

By auditing everything from our building energy usage to our contracted services and supply chain, we now have a reliable, evidence-based foundation to support practical planning and strengthen our long-term resilience.

Parish Councillors

The Parish Councillors are volunteers who live or work within a 3 mile radius of the parish. They meet on a monthly basis to discuss issues that affect the local area and Milton Keynes as a whole, and make recommendations for the benefit of the communities they represent.

The Parish Council is here to represent the local community, working with the local authority and residents to improve the quality of life in the parish as well as working towards ensuring local services meet local needs. We welcome and encourage residents to attend our meetings or become involved with the Parish Council to share their views and ideas.

Register of Interests

Each Parish Councillor has to complete a Register of Interest form.

Under the Local Government Act 2000, all elected city and parish councillors must complete a register of interests form. This form is to detail any financial or other interests that might cause a conflict of interest in their councillor duties.
